Apparently Brigadier General Benjamin Franklin Kelley was all too familiar with the preferred vices of his soldiers. His command was tasked with protecting the Baltimore & Ohio Rail Road, but some of his troops had apparently made enough of a nuisance of themselves at taverns along the line that he felt compelled to order them closed.
